Once Copenhagen is over how long before the bill becomes effective?

Unfortunately the climate conference in Copenhagen didn’t bring a meaningful result, but even if it had countries would have been given years to adopt the new policies. Every bill works like that, it is drafted then finalized and countries or industries are announced to make efforts to meet the policy in a few years. For example, emission standards in the transportation industries always have been announced years ahead of their adoption. But we have to see whether the next climate conference will produce a bill.
