According to the AP, the rig was owned by the Texas-based Mariner Energy, and was not actively producing oil and gas.
However, I wouldn’t assume that just because the rig wasn’t actively producing oil or gas that it is less likely to result in an environmental disaster. In fact, I believe the BP Deep Horizon rig that exploded also was not actively producing oil when it blew it. It was just preparing a well for future drilling.
Of course, it is unclear at this time what this new rig that exploded was doing.
