Obama is dedicating a great deal of time to climate change but is limited in what he alone can do by the our governmental system of checks and balances. Currently, for example, the climate bill supported by Obama and approved by the House of Representatives in June is stuck in the Senate awaiting discussion and revision. However, with the major push of resolving the health care reform currently gaining preference, the amount of time dedicated to the climate bill is reduced.
In terms of what Bush spent on climate change, he is going overboard. I do not believe, in my books, that he is spending enough time. Nevertheless, he is also stuck in tough times, with the economy in a dump and people mad at government spending and control. He can not push too hard on climate change policy.
