Is the new bike parking in Union Station in Washington DC a response to increased demand by cyclists or just green washing?

The D.C. Master Bike Plan was developed even more because the city mayor plans on increasing the population by 100,000 people over the next decade and the infrastructure of roads will not be able handle the increase. Use of bicycles have always been a part of D.C. and this Bike Station has evolved from the bike paths that were developed as far back as 1976. The nicer and easier accessibility for biking is, the more people will use and therefore, cut down on emissions.
