Is the national guard in charge of oil spill cleanup?

No, the express purpose of the National Guard is what the name implies, guarding the Nation. They primarily function as army reserves and are in charge of various duties within states. In times of emergency, a Governor can call on a State’s national guard regiments for assistance. It is possible that the Governor could call them in to help with an oil spill clean up, but not very likely.
