It could be from a rodent nibbling on bark, or, more likely since just one of the trees is having problems, a lack of sunlight. Cedars need a lot of sunlight, the more the better. You could maybe help boost the tree’s health by giving it some fertilizer, but it’s hard to say. I would recommend going to your local tree nursery, and talking to them about the problem. Chances are they can help you easily, especially if you bring pictures of the browning.
