It depends on the motorcycle and the hybrid car. Most motorcycles weigh less than most cars, so motorcycles require less fuel to push around; likewise at highway speeds motorcycles tend to have smaller cross sections making them cut through the wind better than cars. My motorcycle gets around 60mpg, higher than most hybrids.
As motorcycles consume less fuel, and make up a smaller percentage of the market, many states do not require that they be fitted with catalytic converters; for this reason motorcycles can emit more NOx (which contrbutes to smog) than their fuel consumption would otherwise suggest.
