Most of the U.S. interstate highway system is in serious need of repair.

Would you rather the interstate highways undergo 2-3 years of intense renovation with major construction and greatly increased congestion, or 15 years of light renovation and persistent yet moderate congestion?

    I think a hybrid of the two would work well. Light renovation of highways simultaneously coupled with building up of railway infrastructure to the point where the railway could alleviate substantial amounts of pressure on the highway system; followed by heavy renovation on the highway system seems like a good approach to me.
