If the fabric is organic, then it is biodegradable. Most polyesters are not biodegradable. Also, not all organic substances are able to biodegrade in landfills because of the trapped gases that exist there.
Biodegradable fabrics include cotton, linen, hemp, bamboo, and rayon. Rayon is categorized as a semi-synthetic fabric, made from natural polymers. However, rayon actually biodegrades at a faster rate than cotton. See this answer for additional information about biodegradable fabrics.
