Although unceremoniously dumped together in the DOE budget documents, a careful examination reveals that, in 2009, there were approximately $2,207,977 spent on renewable energy concerns, while there were approximately $3,787,598 spend on making out energy use more efficient. Unfortunately for the budget, a large portion of these concerns came in the form of additonal appropriation, which means that they’re lowballing the government in estimates and misrepresenting just how much it will actuall cost to make these programs work. Thinking like this is undoubtedly what leads to the current confusion about how things can get so bad, so quickly.
I hope this helps.
