No. Both are very important. There would be no biology without chemistry and there would be nothing to understand chemistry without biology. Biology is just chemistry inside and around living things.
It depends on whether you ask a biologist or a chemist.
People who study more abstract fields, like physics, will generally value chemistry more than biology, while people who study less abstract fields, like medicine or anthropology will tend to value biology more than chemistry.
