    It’s hard to tell without knowing exactly what kind of spots they are. Are they powdery, sticky, cottony…? Is the tree looking tired out, are leaves falling…? More info would be great. There are a few things that come to mind, like a fungus infestation if powdery, or insect galls if cottony. The best thing to do would be to contact your local nursery, since they would probably know more about local tree diseases and such than anyone else. Good luck!
