Is LEED the standard of building for all new projects or is it still optional?

It is still optional. Some state and local governments have been requiring that all new government buildings be LEED certified, but that is it for now. It would be good if all new projects had to be LEED certified, or BPI certified (this is another standard for home efficiency), but it would be difficult to implement now because the vast majority of construction firms do not have the LEED or BPI credentials that are required. Their project managers and staff would have to get training in LEED and BPI and become certified before they can start building.
