Is the LA Department of Water and Power really that bad?

The LA DWP has been criticized for it’s lack of transparency, most recently with the recent base rate price increases.  In 2009, an Inspector General position was created by the City of Los Angeles to keep an eye out on the actions of the DWP as an independent third party.  As the main provider of water and power to the city of Los Angeles, the LA DWP holds significant power as a company and it is in the best interest of the customers to keep that power in check.
