Is Japan going to have a cap and trade program?

    It seems pretty likely. The new Democratic party government in power led by Yukio Hatoyama wants to implement a cap and trade program as early as 2011. Japan is currently 16% above its Kyoto targets with its energy consumption still growing. Yukio wants to cut emission by 25% on 1990 levels by 2020. There’s no guarantee that this legislation will pass, however, as Japanese industries are still recovering from recession and will be extremely resistant to emissions capping.
