I’ve heard that Bush severely limited the power of the Clean Air Act, and that Obama has strengthened it but is not using its full potential. What is the full potential of the Clean Air Act, in terms of regulating coal-burning plants?

    The rewrite of the Clean Air Act in 1990 gave the EPA a broader spectrum of regulations. It is mainly the individual states and tribes, however, that are responsible to uphold the Clean Air Act regulations.
