Is it true that some Navajo and Hopi Indians are in favor of coal-fired electric plants?

It looks like some Navajo Indians supported a proposed construction of a new coal power plant to bring in jobs and revenue. They are worried about problems like alcoholism and poverty, however many of the Navajo did oppose the plan seeing its environmental impact. And now it looks like EPA withdrew the permit for the electric plant anyway.
