Is it true that people use over a billion plastic shopping bags every year? Is this at least decreasing now that some stores encourage reusable bags?

    According to The Wall Street Journal, the U.S. goes through 100 billion plastic shopping bags annually. An estimated 12 million barrels of oil is required to make that many plastic bags. Consumption of plastic bags at grocery stores will either become taxed like it has in many stores or banned like it has become in San Francisco. The carbon footprint of plastic bags can be lessened or completely knocked out and certainly will be in the next generation. As more people move away from plastic bags, more people will become united under the change and it will make the transition rapid.
