When a cow is slaughtered, bowels loosen up. After cleaning entrails out, there is a chance fecal matter comes into contact with the rest of the cow. If you standardize the process, there’s less room for human error but there is still some contact with the fecal matter. It was in the cow: you can’t really avoid all contact unless you clean it yourself and irradiate it. So, yes, it is true-namely ground meat.
