Is it true that Disneyworld is really another country and can therefore violate environmental laws?

No! Disneyworld is not an independent country. Actually in 1967, the Florida Legislature granted Disney the right to have its own government on the large amount of property it bought in the central Florida Area. So Disney created the Reedy Creek Improvement District, which is a municipality just like any other in Florida, and must obey all state and federal laws, as any other would.
