Is it true that a $500k piece of technology could have prevented the Gulf oil spill?

According to an article on the Mother Nature Network (MNN) yes.  An accoustically triggered shut-off switch with a price tag of $500k could have stemmed the oil flow.  Other countries like Norway and Brazil require installation of these types of safety equipment.  This decision to save half a million seems to be costing them an estimated $6 million a day just in clean-up costs, yipes.
