This sounds like something out of Brave New World, and there’s already birth control in the water. But the government’s not the one that put it there. Estrogen levels in the water are increasing due to women’s use of the birth control pill, according to a 2008 study. Among possibly adversely effecting the human population, it is clear that the fish population has suffered due to the birth control in the water.
As an attempt to control population growth, however, I believe that focusing more on responsible contraceptive use would be more effective.
