Yes, it is possible for a fish to become dehydrated.  This usually occurs when a freshwater fish is exposed to water with increased salt levels.  The fish will start to excrete fluids from it body through osmosis in an attempt to dilute the surrounding water.  Once it loses too much fluid, the fish will become dehydrated and most likely die.

Conversely, a saltwater fish can also drown when placed into a body of freshwater as a result of its body absorbing freshwater in order to raise the salt content of its surroundings.
