This answer will not be a factual one, just more my opinion on the matter.
This question seems simalar to the classic “can my vote really make a difference”. An answer Ive heard, and liked is this:
Honestly, in factual measurable terms, no. But the idea and the example are powerful things not to be over looked. So I would say it depends on how you define difference. I beleive one country can make a difference, by setting a precident. And without trying to force what it is doing on other countries, it is more likely that the example will be followed.
