Yes, orange peels, banana peels, onion peels, virtually any leftovers from fruits and vegetables can and should be composted.
Most people think that oranges and other citrus fruits are too acidic to compost. They are actually very high in nitrogen and other nutrients that are good for the soil. While orange peels are a little anti-bacterial which may disrupt some microorganisms that help to excess food decompose, orange peels in moderation seem to have little or no effect on compost piles.
Any kind of organic material that will bio-degrade is compostable, so yes, orange peels are okay.
