It is more efficient to use a rice cooker.
Rice cookers usually have a weight sensor that helps determine length of time for boiling. When you add the required amount of water to match the rice, it calculates the time needed and switches off when it’s done cooking, keeping it warm but not using the same amount of energy to boil.
Just boiling rice doesn’t have the distinction and unless you are watching it, can use more energy.
