Though it is not being called reparations many countries of the South are refusing to be a part of any climate deal that does not require industrial countries to invest in the infrastructure development necessary to cope with climate change. The argument is quite obvious, the poor countries are the most at risk and the problem was essentially caused by the industrial countries, thus they should pay. You can see how this can easily be construed as reparations. It has been a major sticking point but I think if any deal goes through it will need to include these types of investments in one way or other.
