I don’t think so, the sector of right wing politicians who want to disband the EPA represent some of the most conservative members of the party. Many of conservatives who are campaigning or advocating the disbandment of the EPA are Tea Party members. The Tea Party has an approval rating of around 18%, which means their ideas are not popular. The ideas get publicity because the Tea Party is loud and has extreme ideas that the media gloms onto. We must keep in mind, to disband the EPA, a congressional vote would need to approve the action. There’s no way congress would vote to disband the EPA.
