You can get careless driving tickets for reading while driving. Stick to audio books instead.
By law, if you’re operating a motor vehicle, you are held to an ideal standard called the “reasonable person standard”. No one is quite as reasonable as the “reasonable person” in this standard, but you are obligated to do your best to act in a way as close to reasonable as possible. This means paying attention to the road, not to a book. You can get ticketed for it, as greengenie said, but if you cause any damage while you are reading, you will be treated by a court as a negligent driver and will suffer the consequences, which you can bet will be greater than the damages you caused.
