You need to have a state and federal license. Also required is passing a written test, having your equipment and facility inspected, and serving for a bare minimum of 2 years under a licensed falconer as his or her apprentice.

Some of the requirements vary by state. I recommend checking out or joining NAFA or the North American Falconers Association. They have a lot of great resources for breeders, apprenticeships, etc.
