Depends on what the river is, really. Some areas ban such activity, sometimes for conservation reasons and sometimes for personal safety (there are some rivers with really nasty pollution levels out there). In other places, though, that’s perfectly legal, and if not explicitly legal it’s certainly not frowned upon.
In any case, the best way to find out is to check the ordinances of the country the river is located in- they’ll be able to provide you with much more information than we can on a broad level.
