No, there are guidelines that the FDA recommends for disposal, but no federal law against it. Like most issues of safety it restricts on “freedoms” so there is no law against it even though improper disposal of medicine can be dangeorus to others and to the environment. For instance, the medicines can taint surface water and harm others. The FDA mostly just wants people to avoid flushing drugs, with a few exceptions. Labels on medications usually describe how they should be disposed of. There are also community programs that handle disposal.
