I’m assuming you mean significant portions of sand. From what I’ve read, it seems to depend on the beach (is it a state park? then it’s very probably illegal) and the state, though the trend seems to lean towards illegality, yes. Many popular beaches already suffer from erosion, in some cases serious enough for local governments to actually put sand back on the beach. I would try contacting whomever is responsible for maintenance of the beach, and ask them directly.
Alternatively, sand in home improvement/gardening stores isn’t all that expensive.
