No it is not illegal, and depending on what type of fish you have you may need the saltwater. But I should distinguish between taking salt water and taking a life form out of the ocean. Some oceanic areas are protected by law, like coral reefs. It may be wise to leave areas like this to be.
It’s also important that you have the right equipment/aquarium to support the saltwater. A lot of saltwater fish require certain water temperatures and salt consistency to survive. So while taking saltwater from the ocean isn’t illegal, you still need to make sure that the fish you are putting in it can survive fully.
