It seems to actually be easier. When babies are born they are always more pale than they are as the grow up. The skin gets exposed to the sun and over time builds layers of pigment. This is evident in the fact that even after you summer tan fades, you still have tan lines because the areas under you bathing suit that never get sun are more pale than areas that get sun. This is the same for the underside of your arms or other areas that don’t get sun.
