Is it a good thing that countries like India and China are banding together to create smaller climate change groups?

    Yes. Ultimately, a definitive international agreement on climate change will be the most important step in reducing worldwide greenhouse gas emissions. Hopefully, we will get that in Copenhagen next month. But in the meantime, smaller regional climate change groups are a good way to focus efforts to reduce emissions locally. Such groups ensure a sense of mutual responsibility, and will likely result in better reductions than we would see otherwise.
