It may be more difficult for poor nations to cut carbon emissions because they do not have the means to use renewable energy. It is beneficial to teach poor nations, help develop scientists and intellectuals who can lead the nations in the right direction towards sustainability. Also, the people asking a rich nation to cut their carbon emissions most likely belong to a rich nation; telling a different nation what to do may seem a bit bossy. International agreements are indeed another matter, but I think more priveleged nations should act as good examples for less priveleged ones.
