That question is relative to who’s paying. I’m inclined to say yes, it is expensive. In a city like Chicago or New York with large populations that rely heavily on public transportation, the staffing of, maintenance and general upkeep is not something to be fiscally trifled with. The Metropolitan Transportation Authority’s 2010 budget was 13.4 billion dollars.
