Nowadays, it’s ok to throw out non-rechargeable batteries since they barely contain any mercury in them. Batteries made before 1997 should definitely be recycled, but any newer batteries are ok to just throw out in the trash. Rechargeable batteries, though, such as those found in many electronics like cell phones and laptops, should always be recycled because of the higher levels of toxic metals.
