Yea, it is, sorta. For two reasons: One is that birds eat it, then this distructs their normal digestion (I think it’s a myth that it expands and they actually blow up!) and the other reason is: Why waste the perfectly good rice? It took energy, time, money, and human effort to raise that crop—so throwing it on the floor (when millions are out there starving, going to bed each night hungry, each and every day, a struggle) is sorta disrespectful to them, the farmers, the earth that provided its sustinence in the form of rice. Look for a greener option for something to throw—possibly confetti shreds of waste paper.
