On a global level, CHina and India combined together to try to block legislation that would require them to cut their emissions in order to reduce global greenhouse emissions (agreed upon in the Kyoto prpotocol and later reestablished in Copenahgen). This is likely because since boht countries are growing economies, they believe reducing emissions will curb their countries ability to grow economically in the immidiate future. Both countries have green industries within their countries, however if they continue to try to block global legislation, then neither country can be conisdered in any way green (I mean come on, even the US, EU and Russia have agreed something must be done, and if those countries are willing to accept responsibility then you know something defintely needs to be done).
