if you pop your shoulder out of place is it more likely that you will do it again?

Yes, it is.  That’s why people who do dislocate their shoulder are put in a sling.  Demobilizing the shoulder lessens the chance of it “popping out” again.  Only after some time can you resume using the shoulder, at which point the chances of dislocating it again has decreased.
