It is particularly tough to say, the Senate has some harsher demands like 20 percent cut in carbon emissions as opposed to 17 by 2020. Whereas the House has more demands which include a target of 12% production of electricity from renewable sources by 2020. In addition, buildings must be 30% more efficient by 2012 and 50% more by 2016. In the end I would probably support the House, making headway on more fronts seems more important. Also House legislation seems to be realistic and reflect the public opinion slightly more I believe.
