This would be a tough one. Most of the periodic table is filled in, and the elements are generally in order of mass number, in columns by property and there are few (if any) holes. To convince the scientific community you would have to show that you did discover an element, ie. that it is not a molecule or a compound. Define its properties and get the word out. It would be pretty hard at this point, but probably not completely impossible to discover a new element.
