This is highly debatable. If the worker in question is a factory worker, and the job is determined to have health hazards involved, it’s entirely possible that the company could be held responsible. Other than that, though, you can’t really blame any specific target for a city’s universally bad air quality, for instance, so it really depends on the situation.
