Eventually, yes, the carbon particles in the atmosphere will be recycled out of the air and temperatures will drop to their pre-emissions levels. However, due to the long lifetime of CO2 in the atmosphere, it takes decades for the carbon itself to be removed from the atmosphere even after emissions stop. Plus, a study has shown that climate change caused by global warming is largely irreversible for a thousand years. That means that although the melting icecaps do have the potential to reform if emissions levels are controlled, it will take a very long time to see the effects.
