Not necessarily, because the main problem is that we are using up too much water while polluting the fresh water sources we have left. The rain cycle never loses or gains water it is a consistent flow of water being evaporated from the ground into the air and then falls back into earth. We would have to somehow create water outside of the amount that is already in the rain cycle, in order to make it rain.
