If the solar panel is closer to the sun is it more efficient?

Not necessarily. A solar panel is most efficient when it can gather the most sunlight. If there is nothing blocking the sun’s light from the solar panel, then proximity will make absolutely no difference. However, if raising it slightly higher will somehow make the panel exposed to more sunlight throughout the day, then efficiency will go up.
