Probably not, most people already know that excessive energy use is both harm and costfull, but that does not go a very long way in detering it. Its like how ciggarettes says they’ll kill you but people still smoke them. Like ciggarettes, people are addicited to overconsumption of energy.
Economic incentives are the best way the deter excessive energy use. Give people additional tax breaks if their home uses less than a set rate of energy (ontop of what they’d normally save on their energy bills). Again its just like ciggarettes. How many people do you know who have quit smoking because of increased ciggarette prices (at least in the NYC area)?
