If the ground is real dry will the runoff be worse?

Runoff occurs when a ground is so saturated with water that it cannot absorb anymore water and thus overfills and allows the water to run off. However, it is true that a land can be so dry that it doesn’t have the minerals or nutrients to accept or absorb the sorely needed water. Usually this process is not worse than when the land is already too saturated.
